Only following officers and employees are authorized for switch-related and earth related activities:

On their own initiative, while performing their duties or when the controller has ordered them to do so.

Switchboard attendant

When the Controller, Assistant Engineer, Executive Engineer or Subordinate Electrical and Mechanical Engineering Services staff has ordered them.

Attendants of Sub-Station

Lineman

Junior Electrician

When all actions have been completed, it must be reported to the concerning person who has been ordered for this action. This person will give confirmation regarding this action.

When communication has been done through phone regarding such cases, each person who has been receiving messages from the telephone, should repeat the message to the person who is sending the message for the purpose of matching it. The person sending the message should note name of the person who receives it and the person receiving the message should collect the name of the person who is sending it. In telephonic messages, all circuits should mention with their number, location, place or any other available resources. Always exact locations and places must be mentioned.
