Responsibility of officers and employees

  • All officers and supervisors (junior engineer) should keep in close touch with switch related functions, especially with the system under their subdivision and all switch related activities of the system for whole power supply area in general.
  • They are responsible for the maintenance of logbooks and other essential records and are also responsible for reporting the condition of system and switch-related functions in the power houses and sub-stations under their charges.
  • Only those persons who are proficient and authorized for execution of switch related and earthing related functions will execute such activities in their respective power houses and they are personally responsible for solving or not solving the problem.
  • To ensure that all the persons working under them know and understand the provisions of the code, the supervisor (junior engineer) will make periodically checks. Supervisor (junior engineer) should assure that any new employee is introduced to the manual and it understands all its provisions.
  • Supervisor (junior engineer) will be held responsible for implementing the provisions of the manual in their respective sections.
  • Employees should continue to enhance the knowledge of new employees, and for any reason, neither ridicule them nor make fun of them.
  • Any employee, who is working in dangerous conditions, should neither work in hurry nor give chance to any risk.
  • Practical jokes, incidents of altercation, quarrelsome games or actions of bravado will not be tolerated.
  • Employees should never say or do any such thing that will catch by surprise any person working at a dangerous spot.
  • Employees are cautioned that they should not work in places where fresh air and light arrangements are very poor.
  • Employees should not smoke, that means neither they should consume bidis and cigarettes nor they should throw pieces of cigarettes in Power houses, sub stations and similar places.
  • During duty time the use of intoxicants or drunkenness is strictly prohibited. Such employees, who will be under the influence of the intoxicants, even if they are in this condition only to a small extent, not allowed to stay around the workplace.
  • Those employees who are not on regular duty in power houses and sub-stations should report to attendant on duty. They should mention their purposes and objectives while entering the power houses and sub-stations.
  • In absence of supervisor (junior engineer), attendant (sub-station attendant or switchboard attendant) will be held responsible for the power-houses during their duty hours on their shift.
  • When they working around power houses, they should not wear torn clothes, rags or loose clothes.
  • Employees will use only definite assigned tools for safety in each task. He should check himself every part of tools before and after using it. Faulty tools should never be used.
  • Supervisor (junior engineer) should never issue orders for using instruments of the department by someone who is not an employee of the department.
  • In every six months Supervisor (junior engineer) should check all the tools used by any employee under his supervision and will keep a record of this examination. The tools which are damage will be declared useless and they should not be used till they have been repaired or exchanged and the supervisor (junior engineer) has approved them.
  • When it is necessary for any officer or employee to execute any task for which, switch related or earthing related actions are required for making any equipment inoperative, he should obtain written permission as per following format, giving complete report about the task and also state what action is expected and what duration is required for finishing the task.
    For work in Power houses, grid sub-stations and grid lines- 

33,000 volts (33kV) and above it-

  • From Controller, where he is present.
  • From the assistant engineer in charge, where the controller is not present.

For work in power houses below 33,000 volts (33kV), grid sub-stations and grid lines where alternative system for power supply is available- 

  • From the assistant engineer in charge, in the matter of significant supply he must take consent of the controller

For work in power houses below 33,000 volts (33kV), grid sub-stations and grid lines where alternative system for power supply is not available- 

  • From the concerning Supervisor (junior engineer), in important matters with the consent of assistant engineer.
  • Assistant engineer and Supervisor (junior engineer) will report immediately any such incidences to controller and assistant engineer in charge, which will affect the continuity and maintenance of the supply. At the same time they will take all necessary actions in their full capacity.
  • In that case, when the power supply of a city has been totally shut down for more than four hours, then the Local Head should report it immediately to assistant engineer. Assistant engineer should submit a report regarding shut down to the executive engineer and superintendent engineer as well as chief engineer, personal assistant (System Operation) at Lucknow.
